Monica Juma born (Monica Kathina Juma) is a Kenyan diplomat. She is currently serving as the Cabinet Secretary in the Ministry of Foreign Affairs and International Trade. Monica previously served as the Principal Secretary in the Ministry of Foreign Affairs. 


Monica Juma has served with numerous Governments and Inter-Governmental Organisations, on the United Nations Secretary General`s High- Level Panel on resourcing for the United Nations Security Council`s mandated Africa Union peacekeeping operations; (2008) and led teams that developed seminal peace and security policy documents in Africa.

She continues to serve on many boards, including on the International Advisory Board for the United Nations University for Peace headquartered in Costa Rica, the Training for Peace Programme, and the African Governance Institute.

Monica Juma Career

She served as Ambassador Extra-Ordinary and Plenipotentiary to the Federal Democratic Republic of Ethiopia, the Republic of Djibouti, and Permanent Representative of Kenya to the African Union, Inter-Government Authority on Development (IGAD) and United Nations Economic Commission for Africa (UNECA), based out of Addis Ababa.

In 2008 she served on the United Nations Secretary General’s high-level panel on resourcing for the UN Security Council’s mandated Africa Union peacekeeping operations alongside numerous Governments and Inter-Governmental Organizations.

She served as Principal Secretary in the Ministry of Defence and was later nominated as the Principal Secretary at the Ministry of Interior and Coordination of National Government.

On 12th January 2016, she has been nominated as Principal Secretary in the Ministry of Foreign Affairs a position she held until 2018 when she was nominated as the Cabinet Secretary, Ministry of Foreign Affairs, and International Trade. She is a Senior Research Fellow at the Department of Political Science, University of Pretoria (South Africa); and an Adjunct faculty member at the African Center for Strategic Studies of the National Defence University, Washington D.C. (United States of America).

Monica Juma has served as a Consultant with numerous governments and organizations and developed seminal policy documents including;

  • 2006-2007: Kenya’s Foreign Policy and Strategy Document
  • 2006: position paper on Kenya’s strategic engagement with South Sudan
  •  2005: Kenya’s Position on Article 98 of the Rome Statute
  • 2001 – 2008: Served on Think Tank of the New Partnership for Africa’s Development
  • 2005: Served on the Expert Panel that produced the State of the World Refugees

On the African Union, Monica Juma helped develop the AU background documents, including the one that guided the Union’s Special Summit on Forced Migration, held in
Kampala in June 2009.

She served as a member of the 4-person Expert Team that generated the Pan-African Parliament position on the Africa Unity Government debate ahead of the AU ACCRA summit in 2007

She  led the AU expert team that prepared the AU policy
a framework on post-conflict reconstruction and development (adopted by the 2006 Summit Banjul).

In 2008, Monica Juma served as a member of the UN Secretary-General High-Level Panel on Resourcing Africa-Union UN-Mandated Peacekeeping Missions, chaired by H.E Romano
Prodi, whose report was tabled to the UN Security Council in March 2009.

Currently, Monica Juma serves on a number of international advisory boards including the training for Peace Programme of the Ministry of Foreign Affairs, Norway, and the Centre for
the Study of Forced Migration, University of Witwatersrand, South Africa among others. She is also a member of the editorial board of the Journal for Peace and Security (UPEACE), Kenyan Affairs, and a founding member of the Africa Policy Institute (API).

The National Assembly on Thursday rejected the nomination of Dr. Monica Juma to serve as secretary to the Cabinet after a chaotic session chaired by Speaker Justin Muturi.

The lawmakers adopted the report of the Committee on Administration and National Security that vetted the former Defence principal secretary. Until her nomination, Dr. Juma was the Interior principal secretary.

Major-General (red) Gordon Kihalangwa was nominated to take up her post, and he is awaiting vetting by the National Assembly.

In the report, the committee had recommended her rejection, accusing her of “arrogance and insensitivity”, and that she was unable to spell out her achievements at the Defence and Interior ministries.

“The nominee lacked the demonstrable passion to serve the public and their elected leaders,” the committee said in its report.

However, their verdict was largely based on the letter Dr. Juma wrote to clerks of the National Assembly and the Senate, asking them to stop MPs from trooping to her office, seeking appointments and transfers for their people.

During the chaotic session, MPs jostled to contribute to the Motion on her approval.

Tiaty MP Asman Kamama, who chairs the National Assembly Committee on Security, claimed Dr. Juma did not articulate her achievements at previous postings.

Gatanga lawmaker Humphrey Njuguna argued that since MPs are representatives of the people, her saying that MPs were unwelcome in her office signaled a rejection of Kenyans in total.

‘DARK SMOKE’

“MPs represent (the) sovereign power of the people and when we go to her office, it is to represent that power. Our committee went through the whole motion of vetting her but only dark smoke emerged. There was never the white smoke,” said the Gatanga MP.

Majority Leader Aden Duale was booed by MPs for the more than 10 minutes he spoke, urging his colleagues not to rush the matter.

He said there was a minority in the House that required to be heard over the matter, and urged the majority to accord them their constitutional right.

Speaker Justin Muturi also had a hard time trying to control the noise in the House as protestations from MPs on both sides of the divide threatened to bring business to a halt.

DELAY REJECTED

“The majority will always have their say and the minority has their say,” he said as he pleaded with the MPs to listen to Mr. Duale and Minority Leader Francis Nyenze.

A proposal by Mr. Duale to extend the duration for considering Dr. Juma by 14 days was rejected in a vote.

A total of 152 lawmakers voted to defeat the proposal against 50 who backed it.

Foreign Affairs Cabinet Secretary Monica Juma has called for more funding to strengthen bilateral and multilateral relations. Dr. Juma warned that Kenya’s influence in the region and beyond is likely to get a beating unless there is enhanced funding to support the country’s foreign policy.

Appearing before National Assembly’s Defence and Foreign Relations Committee, Dr. Juma said the country’s geopolitical strategy and the “way we sit on the Indian Ocean rim” have everything to do with a properly prosecuted foreign policy.

Dr. Juma pushed for an Sh37.8 billion allocation to the ministry in the next financial year, at a time Kenya is experiencing boundary issues with her neighbors, the latest being the dispute with Somalia in the Indian Ocean.

Dr. Juma said a huge chunk of the proposed budget would go towards increasing missions and consulates abroad from the current 56 to 72, thereby expanding Kenya’s diplomatic footprint and representation globally.

“It is also looking at how other countries would want to inhibit our growth. We need to revitalize the Foreign Service Academy to prepare us for the world of tomorrow and not just today,” Dr. Juma said.

The country uses its foreign missions to promote engagement with other nations for better global standing and recognition.

Recently, Kenya accused Somalia of auctioning oil and gas blocks in disputed waters despite the matter pending before the International Court of Justice in The Hague.

Although the Somalia government has denied the claims, Kenya has recalled its envoy from Mogadishu, Somalia, Lieutenant-General (Rtd) Lucas Tumbo, and ordered his counterpart in Nairobi, Mohamoud Ahmed Nur, back to his country.

MISSIONS

The committee chaired by Kajiado South MP Katoo ole Metito did not, however, comment further on the Somalia issue.

Dr. Juma said opening 16 new missions would increase Kenya’s foothold across the world.

The decision to increase the foreign missions was approved by the Cabinet last year and was to start immediately with the opening of three missions.

But the matter was pushed to the 2019/20 financial year due to cash delays at the National Treasury.

According to the Budget Policy Statement under consideration in Parliament, Treasury has proposed an allocation of Sh15 billion, which Dr. Juma said was not enough for a real grip on the continent and beyond.
